Strengthen the quality and relevance of training programs developed and conducted through maritime labor market and technology researches and studies and provide them with adequate and appropriate facilities and equipment and competent instructors.

Champion the cause of cooperation and linkages with private and public institutions providing similar programs and services for benchmarking, standard setting and development purposes.
